Chapter 01 of 03
| Situation | What the HSE guidance says |
|---|---|
| Building built or refurbished before 2000 | Assume there is asbestos in it |
| Asbestos cement roof sheeting or rainwater goods | Non-licensed work if carefully removed without breaking up |
| Asbestos cement substantially damaged or broken up | Notifiable non-licensed work |
| Asbestos insulating board, such as external soffits | Licensable if the work is not of short duration |
| Asbestos roof sheets | Always fragile: never walk on them |
Chineham is a suburb on the north-east side of Basingstoke, 17.8 road miles west of Farnborough as measured from the A325 Farnborough Road. Chineham sits under Basingstoke and Deane for planning and building control, with the roads in the care of Hampshire County Council. The council's pages name no percentage for re-roofing, so the Planning Portal's limits of 25 per cent of the building envelope and 50 per cent of the roof guide small jobs.
Wherever a house stands, the HSE's advice for any building built or refurbished before 2000 is to presume it contains asbestos. On a roof, the places that matter are cement-sheet roofs on garages and outbuildings, asbestos-cement gutters and downpipes, and external soffits, which may be insulating board. A board that looks like any other cannot be told apart by eye, the HSE says, so a soffit of unknown age is treated as suspect until it is tested.
Three categories apply. Lifting asbestos cement carefully, without breaking it, is non-licensed. Once the material is badly damaged or broken up, the work becomes notifiable non-licensed work. Where insulating board work is more than short in duration, a licence is required, and the job is handed to a contractor who holds one. Waste leaves the site double-wrapped and labelled on a consignment note, and it never goes into an open skip.
Any material that could contain asbestos is noted, photographed and left undisturbed. A fragile cement sheet is never stepped on. If a sample is needed, an analyst takes it, and the plan is written around the result. The Planning Portal's weight test, a covering 15 per cent or more heavier, is a separate check and is run alongside. Once the materials are known, the written plan can say what is safe to repair and what needs a specialist first.
For a flat or low-pitched roof on a commercial unit, our commercial roofing page describes how survey, access and the plan fit together, and the same asbestos questions are put to an older unit. Gutter sections and downpipes made of asbestos cement are on the HSE list too, so each run is photographed and noted.

Chineham's story in four published facts
The 1911 county history records the Chineham estate as a detached portion of Monk Sherborne parish, lying between the two parts of Basing parish and crossed by the main road from Basingstoke to Reading. It adds that the manor of Chineham was held in 1086 by Aghemund, and that in 1317 the houses and goods in Richard de Chineham's manor there were burnt. The 2021 Census counted 7,914 usual residents in the parish.
The same entry says the estate lay about 3 miles south-east of Monk Sherborne village, with its farm standing some distance from the main road. On a Chineham roof today, each slope begins with its covering, ridge, verges, valleys, flashings and gutters, photographed and named in turn, so the plan rests on what is actually there.
A suburban roof ages at its details. Ridge and hip tiles are bedded in mortar or held with clips, verges meet a gable wall, and valleys carry water from two slopes into one. Flashings, where a roof meets a wall or a chimney, depend on lead or a lead substitute that can lift. Each is small, local and easy to photograph, and each is where a leak begins. A suburban house with a rear extension, a garage or a porch has more than one roof. The main slope, the extension's flat or low roof and the porch each have their own junction with the wall, and each is named on the plan. A leak that shows in the extension can start at its junction with the main house, so we follow the water from where it appears to where it enters.
Chineham Business Park and Hampshire International Business Park are named on Basingstoke and Deane's list for storage and distribution premises. Units of that kind can have large roofs, some low-pitched or flat, with outlets, upstands and rooflights. We survey falls, ponding and joints, and report in a form a facilities manager or a landlord can read.

Our pitched roofing page describes the repairs a suburban slope may need, and our flat roofing page covers the membrane, upstands and drainage on a smaller flat roof at the back of a home or a shop.

| Item | For Chineham | For roof work |
|---|---|---|
| Conservation area | Old Basing, within about 0.75 km | Changes to the look checked with Basingstoke and Deane |
| Article 4: houses in multiple occupation | Names Chineham | About use as shared rooms, not roofs |
| Article 4: commercial to residential | Basing View; Chineham Business Park; Hampshire International Business Park | About change of use, not roofs |
| Environment Agency flood map | Flood Zone 3 within about 250 m of the centre | Gutters, outlets and downpipes recorded at survey |
Basingstoke and Deane's own list of Article 4 directions names Chineham twice. One concerns conversion of dwelling houses to houses of multiple occupation, across Basingstoke town, Chineham and the villages of Old Basing, Oakley and Sherborne St John. The other concerns conversion of commercial premises to residential use, naming Basing View and storage and distribution premises in the two business parks. Neither is a roofing direction, and we do not stretch either one.
Roof-related Article 4 directions in the borough apply to four conservation areas in Basingstoke town, which do not include Chineham. For a Chineham address the practical step is still to ask the council, because a direction can change, and the answer is written into our survey notes.
The planning dataset shows the Old Basing conservation area within about 0.75 km of the centre of Chineham, and the council's map settles whether an address is inside it. Basingstoke and Deane says it has more than 40 conservation areas. A house inside one is judged by the look it presents. Section 55 of the Town and Country Planning Act 1990 keeps a like-for-like repair out of development, whereas a different covering or ridge alters the look and goes to the council.

The Environment Agency's planning flood map puts Flood Zone 3 within about 250 m of the centre. That describes land and not a roof. What the survey records is the route rainwater takes off the roof: gutters, outlets, downpipes, their falls and their joints. On a business-park unit with internal gutters, the outlets are checked first.
A homeowner reading the council's list may wonder whether either entry affects a roof. Neither does. The first concerns using a house as shared rooms, the second turning commercial premises into homes. A roof job on such a property is still an ordinary roof job, though a change of use brings its own approvals, and we recommend asking the council before any conversion is planned. If you are unsure whether your address is mentioned, ask the council and send us the reply, and we add it to the survey file. The reply stays with the photographs, so the question is closed on paper and nobody has to ask it twice.
You cannot tell by eye. The HSE advises presuming asbestos in any building from before 2000, and notes that insulating board is hard to distinguish from other boards. We photograph the material and leave it undisturbed; an analyst takes a sample if one is needed, and the plan follows the result, so you know what is safe to repair.
Basingstoke and Deane's roof-related directions are for four conservation areas in Basingstoke town. The council's list names Chineham for houses of multiple occupation and for commercial conversions, which are about use and not roofs. We still ask the council about your address, since a direction can change, and keep the reply with the survey so it can be read later.
The planning dataset places the Old Basing conservation area within about 0.75 km of Chineham's centre. The council's map answers the question for your own address. A repair in matching material is outside planning control, while a changed covering or ridge goes to Basingstoke and Deane first, and you are told what it says.
Yes. Low-pitched and flat roofs on storage and distribution units are checked for falls, ponding, outlets, upstands and rooflights. We photograph each joint, mark standing water on a plan, and write the report so that a landlord or facilities manager can act on it, whoever pays for the work, and the tenant can see the same pictures.
