South Ascot lies 10.1 road miles away, north-east of Farnborough, by the A325 Farnborough Road reckoning. The Royal Borough of Windsor and Maidenhead is a unitary council, which means one body, RBWM, handles planning, building control and the highways on which a scaffold might stand, with no county tier in between.

RBWM's own list

RBWM's building control pages speak directly to re-roofing. Under their renovation of thermal elements section, they list renewing the felt and tiles of a roof, and they list re-tiling with tiles of a different weight from the ones removed. That wording is RBWM's own, for addresses in its borough, and it does not state a percentage. The Planning Portal's test of 25 per cent of the building envelope and 50 per cent of the roof remains the national yardstick, and we check at the survey before treating any job as outside it.

A Victorian terrace re-tiled in a different material is exactly the case RBWM's second line addresses. The survey names the old covering and the new one together, so the weight comparison is made before anything is ordered, and any rise of 15 per cent or more in the covering's weight brings Building Regulations approval and a structural check besides.

The figure15%weight trigger: past this rise you need approval, plus a structural check15% heavier coveringSource: Planning Portal, re-roofing guidance

Each terrace roof belongs to a continuous run, and work on one can disturb the houses either side. Before starting we settle the extent of the job with you, let the adjoining owners know, and only cross onto their slopes once they say yes. Victorian roofs in the village may carry slate, clay or a later covering, and the survey names whichever it finds.

Scaffold permission from the council

RBWM requires permission from the council for scaffolding on the highway around the place of work. It publishes no fee on its page, and it names fines of up to £5,000 where a scaffolding licence is not complied with, which is why the permission is sorted out before any pole is erected. Which party applies is not stated, so we ask at the survey and agree the answer with you.

On a terrace with no front garden, a scaffold stands on the pavement, so the position, the footway width left for passers-by and the dates are planned in advance, and neighbours are told. If the roof is leaking in the meantime, the water is stopped first.

The Ascot, Sunninghill and Sunningdale Neighbourhood Plan 2011-2026 describes the core of South Ascot as a Victorian village of terraced and semi-detached houses. The Bouldish Farm Estate in South Ascot was built in the 1950s, and towards the south and east of the village are streets of villas in a woodland setting. The parish, Sunninghill and Ascot, had 13,016 usual residents at the 2021 Census.

Three kinds of roof

A Victorian terrace, a 1950s estate and woodland villas make three different roofing problems. On a terrace the roofs adjoin, so a party wall junction and a shared valley can carry water from one house to the next. On an estate of one decade, defects recur from house to house. On a villa, large roofs, complicated shapes and overhanging trees raise the stakes at every valley and gutter.

The 1923 Victoria County History described the soil of Sunninghill parish, which then took in Ascot and South Ascot, as gravel and sand over a subsoil of sand and clay. We never assume what lies on any roof from the soil or the dates. Each slope is lifted, photographed and named, and the written report says what the evidence shows.

Woodland and gutters

Villas in a woodland setting have leaf litter in their gutters for much of the year, and moss on shaded faces. A gutter blocked by leaves overflows against the wall, and a shaded slope that stays damp ages faster. Our gutters, soffits and fascias page explains how a gutter run is judged, and the survey records which faces sit in shade.

A villa roof with several hips and valleys carries far more flashings than a plain gable, and each one is a possible leak. We count them, test each, and say which want renewing and in what lead code; Royston's table lists codes 4 to 6 for flashings.

Party wall and stack
Party wall flashing and stack are photographed along the terrace line.

On an estate house with a flat porch or garage roof, the covering has a typical life of its own: HomeBuilding gives felt (torch-on) 10-15 years and GRP 25-30, where Less gives 10 to 20 and 25 to 40. Two guides, two sets of figures, and no guarantee in either; what matters is the state of your own porch or garage roof, which we inspect.

Where Victorian terraces share a roof line, the lead flashing at each party wall is checked, and our chimney repairs page sets out how a stack is examined.

RBWM says there are 27 designated conservation areas in the borough. Whether a South Ascot address lies inside one is answered by RBWM's map, which we check house by house before pricing, and at the same visit we search the national heritage register for any entry at your address.

What the checks are for

Conservation area, listing and Article 4 direction answer three questions: may the look of the roof change, is consent needed for work on a listed building, and have any permitted development rights been withdrawn. For an unlisted Victorian terrace house outside any such designation, like-for-like repair calls for no extra consent; where a designation applies, the question goes to RBWM before pricing.

The Article 4 directions RBWM names at Bray, Fifield and The Moorings lie in other parts of the borough; the address check settles whether any direction reaches a South Ascot house.

These checks are made on every job, whatever the age of the house, because RBWM's map is the authority and designation lines can split a single road. Every result carries the day we checked it, so you know how fresh it is.

Ridge, hips and stack are photographed so any repair can be shown to match.

Weight, insulation and the written answer

Weight is the consent question that RBWM's own wording raises on a Victorian roof here, through its line on tiles of a different weight. A second question follows from RBWM's placing of re-tiling under thermal elements: insulation. The 2021 edition of Approved Document L, which applies until 24 March 2027, sets a threshold of 0.35 W/(m²·K) for an existing roof under renovation and an improved figure of 0.16, subject to a feasibility test. We note both in the survey and say which applies to your roof.

A thermal element is a wall, floor or roof. Windows, roof windows and rooflights are not thermal elements, and a roof window renewed by itself is measured against the window figure, not the roof one.

The report for a South Ascot job has three parts: what we found, slope by slope, with photographs; what the checks showed, covering weight, thermal element and designations; and our recommendation. You have it in hand ahead of booking, with the written price attached. Whatever the answer, the site routine is the same: scaffold erected safely, waste removed, and a daily account of what has been done.

South Ascot roof questions, from terraces to woodland villas

Can I re-tile a South Ascot terrace roof in a different material?

RBWM's guidance treats re-tiling with tiles of a different weight as work that may need Building Regulations attention, so we compare the weights of the existing and proposed tiles first. Where the new covering is 15 per cent or more heavier, approval under the Building Regulations follows, and the Planning Portal advises an engineer's view. A change of look may also be a planning matter, which we raise early.

Do woodland gutters on a South Ascot villa need clearing more often?

Where trees overhang, leaf litter collects in gutters and valleys and moss builds on shaded faces, so the survey records which gutters sit beneath trees and which faces stay shaded. The report says what we found. How often clearing is needed is a matter for the owner, with the photographs to guide it, and we can point out which outlets block first.

Is a Victorian terrace in South Ascot in a conservation area?

RBWM lists 27 conservation areas in its borough, and RBWM's map is the authority on whether your address lies inside one, so it is checked before pricing. The answer for your house is written into the report, along with any listing or Article 4 direction, so you see each result for yourself.

Does RBWM's scaffold permission apply to a South Ascot terrace?

Yes, where a scaffold stands on the highway. RBWM requires the council's permission and names fines up to £5,000 where a scaffolding licence is breached. RBWM does not say which party applies, so our scaffold firm and we settle it ahead of booking.
